A conventional DMR system without a dispatch position works, but nobody can see it. This is the layer that makes the operation visible and controllable from a control room.

Availability

Hot standby: when the active server fails, the standby takes over immediately. For a control room this matters more than any feature on the list, because a dispatch position that is down during an incident removes the coordination the whole system exists to provide.
