This is the whole system rather than one component: base stations, the switching core, dispatch and terminals, designed together for a defined coverage and capacity requirement.

Public safety and every industrial vertical that outgrows conventional radio — energy and utilities, oil and gas, transport, mining and large municipal operations. What these share is many distinct talkgroups, wide geography, and coordination that the operation stops without.

Two numbers decide the system, and neither is headcount:

• Traffic at the busy hour, in erlangs, which sets the number of channels needed to hold queuing at an acceptable grade of service
• Coverage requirement by area and user type, which sets the number and position of sites

Sizing on average traffic produces a system that fails during an incident. Sizing on a headcount that assumes everyone talks at once produces one that is two thirds idle and paid for.

Encryption, access control and rights management are part of the system rather than options bolted on. On a network carrying operational traffic across a region, who may talk to whom is a configuration decision with real consequences, and it belongs in the design.
