A single coverage approach cannot serve all three, and the transitions — the ramp, the service corridor, the door from the plaza into the mall — are where the gaps are found.
A site that hosts cruise passengers and city visitors is judged on how smoothly it runs, and radio traffic is part of the environment visitors experience.
