Bolu Municipality — Emergency Repeater During Snow Operations Detail

TechnoRF supplied 12 Hytera HP689 VHF professional handsets to Bolu Municipality, and the relationship did not end at delivery. After snowfall exceeding one metre in places, the Bolu Municipality Directorate of Public Works requested emergency communication support for snow clearance and field coordination. The request arrived at 13:00 on 30 December 2025; TechnoRF mobilised the same afternoon, departed Istanbul at 14:30 and reached Bolu in around two hours. A temporary repeater was installed at the Clean Water Treatment Plant site, and the radios belonging both to municipal teams and to external crews sent to assist the province were programmed specifically for the operation. Road clearing, snow removal, rescue and field direction ran with continuous contact between the centre and the teams throughout.

What a municipality actually needs during a snow emergency

Snow at this depth changes the communication problem in three ways at once. Crews disperse across the province rather than working from depots. The roads that would normally allow a supervisor to reach a team are the roads being cleared. And the crews working alongside the municipality are not the municipality's own — they arrive from other provinces with their own equipment and no shared channel. Handsets alone do not solve any of this; coverage and a common channel plan do.

Why a temporary repeater, and why that site

Handset-to-handset working covers a few kilometres in open terrain and considerably less in a valley town under snow. A repeater raises the effective range to the whole operating area by giving every unit a common high point to work through. The Clean Water Treatment Plant site was chosen for elevation and for having power and access that would remain available — a repeater site that cannot be reached to refuel or reset during the event is not a site.

Programming the visiting crews

The part of this deployment that mattered most operationally was the least visible. External crews arriving to assist carry radios programmed for their own province. Without intervention they can talk among themselves and to nobody else, which means every instruction between the coordination centre and a visiting crew has to travel by mobile phone — the network that is least reliable in exactly these conditions. Programming those sets onto the operation's channel plan on arrival is what turned several separate fleets into one.

Response time as part of the service

The elapsed time between the request at 13:00 and departure at 14:30 is recorded here because it is the part of the work that cannot be specified after the fact. Equipment can be procured on a schedule; an emergency deployment cannot. What makes a ninety-minute mobilisation possible is having the repeater, the antenna, the programming equipment and the frequency records ready as a standing capability rather than assembling them when the call comes.

What to look for when a municipality buys a radio system

Municipal radio procurement is usually assessed on handset specification and unit price. The items that decide whether the system works during an event are coverage across the district including the valleys, whether repeater infrastructure exists or can be deployed, whether visiting agencies can be brought onto the plan, battery endurance in cold conditions, and whether the supplier can reach the site on the day it matters.
